Coastal Flood & Surge
Method: still-water “bathtub” inundation — the storm-tide level (tide + surge) is draped over a 1 m LiDAR ground model and limited to low ground connected to the sea; wave run-up is added separately (Stockdon et al., 2006). Levels are referenced to the CGVD2013 vertical datum. Sources: ground elevation — Natural Resources Canada HRDEM (Open Government Licence–Canada); live tide + surge forecast — Fisheries and Oceans Canada / Canadian Hydrographic Service (IWLS); return-period levels — tide-gauge extreme-value analysis (AGRG / Webster et al., 2012 — the Nova Scotia standard) where available (Halifax, Yarmouth, Lunenburg), otherwise the CoDEC global surge reanalysis (Deltares) bias-corrected to the Halifax gauge; all validated against observed records (Forbes et al., 2009 / Hurricane Juan, 2003); wave height & period — Open-Meteo Marine (CC BY 4.0).

Best case — everything open, roads as signed, no contraflow. Capacity at the boundary, not the bottleneck: the published 22–23 h clearance comes from queuing on the streets feeding these exits.
